Programme Areas

Administration:  Staff Management, Programme Management.

Public Education and Awareness:  Radio Programme, Website, Social Media, Public Service Announcements, Multi-Hazards Literature, Press Conferences, Press Releases and Panel Discussions.

Community Outreach: Recruitment and Management of Volunteers, Projects, Districts Committees Management, Workshops, Meetings and Exercises .

Training: Staff, Volunteers, Multi-Sectors Participation. Training held locally and overseas.

Emergency Operations:  Workshops, Exercises and National Emergency/Disaster Operations.

Summary Roles and Responsibilities

  • The official point of contact for Disaster Management on St. Kitts-Nevis.
  • Provide advice to the Government of St. Kitts-Nevis and other entities locally and overseas.
  • The focal point for The Caribbean Disaster Emergency Management Agency (CDEMA), Seismic Research Centre (SRC), USAID Office of Foreign Disaster Assistance (OFDA), United Nations International Strategy for Disaster Reduction (UNISDR), Association of Caribbean States, United States Southern Command (US SOUTHCOM).
  • Develop and Manage a Disaster Management Programme.
  • Assist entities to develop, review and test hazard contingency plans.
  • Implement and review the National Disaster Plan.
  • Member of several committees e.g. Airport Security, Maritime Security etc.
  • Assist the Ministry of Education to implement its School Safety Programme.
  • Manage and maintain a Community Disaster Management Volunteer System.
  • Maintain and Manage the National Emergency Operations Centre (NEOC) at the NEMA Headquarters.
  • Organise and participate in workshops, exercises and other training activities.
  • Provide advice and instructions to residents in the event of a national emergency/disaster.
  • Observe or evaluate training exercise e.g. simulation exercise, drills, functional exercises.
  • Member of the management team in the local Venue Operations Centre (VOC) during sports competitions such as High School Athletic Championship, CARIFTA Games, Regional and International Cricket Matches.
  • Maintain a National Emergency Management Response System.
  • Maintain and make available to residents and visitors multi hazards information.
  • Maintain a Disaster Management Documentation Centre/ Library.

NEMA Does Not

  • Only address Tropical Depressions, Tropical Storms and Hurricanes, but also Drought, Earthquakes, Volcanic Eruptions, Tsunamis, Floods, Storm Surge, Hazardous Materials.
  • Build Houses.
  • Have building materials.
  • Write Contingency/Disaster Plans for entities, but provides related assistance.
  • Supply disaster management equipment/items e.g. generators, tarpaulins tools etc.
  • Provide a chainsaw tree cutting service.
  • Replace household items/belongings as a result of a fire.
